The AIDS Vancouver Island strategic plan has been developed in the context
of the evolving Vancouver Island Health Authority HIV/AIDS Service Plan and
the British Columbia Strategy for HIV/AIDS (2002 – 2007). The three plans
share a commitment to addressing the social and economic determinants of HIV
and Hepatitis C vulnerability, as well as to reducing the individual and social
harms associated with injection drug use and sexual behaviour. The plans also
share long term prevention and treatment goals and the willingness to use results-based
indicators to monitor progress.

Where the three plans intentionally differ is in the choice of strategies and
actions to be taken to achieve the goals. Each plan establishes what the respective
organizations can reasonably expect to accomplish given their mandate, jurisdiction,
array of programs and services, and available resources.
