Job Summary:

Reporting to the Director of Finance, the Human Resources Coordinator develops and implements organizational strategies from a human resources perspective, and ensures that the AIDS Vancouver Island (AVI) human resources (HR) system effectively supports its valued personnel as well as its operational requirements. Human Resources Coordinator is a leadership role, working within a unionized and non-unionized workplace environment.

AVI has an operating budget exceeding 3 million dollars, 5 workplace sites and over 60 full-time, part-time, and auxiliary employees in addition to contractors and volunteers. Salary: Commensurate with experience

Hours of Work: 22.5 hours/week, specific days and hours of work to be determined

Key Duties and Responsibilities:

• Provides strategic HR leadership and operational management of AVI;

• Develops, recommends and implements HR requirements for the organization;

• Oversees and/or executes technical HR processes, as required;

• Leads the organization’s HR processes and initiatives to support AVI’s current stability, long-term growth, and future needs;

• Implements HR infrastructure to support program teams;

• Mentors supervisory staff around HR processes that are important for program stability and growth;

• Communicates with supervisors to support employee relations, productivity, HR metrics, accountability, and successful job performance;

• Guides HR processes around difficult employees, terminations, grievances, and other sensitive employee issues;

• Coordinates with other leadership personnel to establish best HR practices;

• Proactively plans for and/or mitigates risk across AVI with regard to HR practices, personnel and policies;

• Provides leadership and recommendations regarding employee benefits and compensation packages;

• Adheres to and provides leadership and knowledge of BCGEU Collective Agreement, Community Sector;

• Ensures compliance with contractual, legal, regulatory and financial requirements, as connected with HR practices; and

• Directly contributes to a motivational, professional, and positive work environment for all AVI staff team members, contractors and volunteers

New Hire Process

  • Preparing new employee files
  • Completion of compensation and benefit documentation
  • Conducting benefit and pension enrollment process
  • Serving as a point person for new employee questions

Payroll and Benefits Administration

  • Processing payroll, union and non-union, which includes ensuring vacation and sick time are tracked in the system
  • Answering payroll questions
  • Facilitating resolutions to any payroll errors
  • Participating in benefits and pension tasks, such as enrolment, claim support, reconciling benefits statements, approving invoices for payment, and terminations

Record Maintenance

  • Maintaining current HR files and databases
  • Updating and maintaining employee benefits, employment status, and similar records
  • Maintaining records related to grievances, performance reviews, and disciplinary actions
  • Performing file audits to ensure that all required employee documentation is collected and maintained
  • Performing payroll/benefit-related reconciliations
  • Performing payroll and benefits audits and recommending any correction action
  • Completing termination paperwork and assisting with exist interviews

HEABC

  • Handle union correspondence and collective agreement matters with a balanced perspective of the interest of the AVI and its employees
  • Support collective bargaining process and grievance administration
  • Administer the Collective Agreement
  • Collaborate and work proactively with the Management team on a wide range of human resources issues including: employee relations, conflict resolution, performance management, employee retention and engagement, investigations, attendance management; training and development; and policies and procedures
  • Coach and advise management and team members through complex employee / labour relations issues and procedural inquiries

Experience and Competencies

  • 5+ years of increasing levels of experience in human resources roles
  • 3+ years of human resources experience in a union environment
  • 3+ years of leadership experience
  • Be adept at problem-solving, including being able to identify issues and resolve programs in a timely manner
  • Possess strong interpersonal skills
  • Be able to communicate clearly, both written and orally, as to communicate with employees, members of the management team, and in group presentations and meetings
  • Be able to effectively read and interpret information, present numerical data in a resourceful manner, and skillfully gather and analyze information
  • Be able to prioritize and plan work activities as to use time efficiently
  • Be organized, accurate, thorough, and able to monitor work for quality

Education and Credentials:

  • Completion of a diploma program in Human Resources or related field plus 5-7 years broad Human Resources Generalist experience, or an equivalent combination of training and experience
  • Knowledge of Human Resources rules, regulations, contracts, policies and procedures related to the work performed
